Why I Think The Ballots Were Spoiled.

One question that's been bugging me:
If the war on Terrorism is also supposed to be a democracy, and a democracy is where people decide the leaders and/or policies of their own nation, and the G8 leaders (of USA, Canada, England, Russia, Italy, France, Germany and Japan) recently just met to decide what to do "about Africa," among other things...when was the election held where the African people voted for George W. Bush?
I only ask, because I know his US election was a little dicey, but I've seen -nothing- about him becoming the President of Africa.
